  • 2nd stage: Amendments to Civil Code (BGB) and to handwritten signature requirements (likely in 2000)
  • 3rd stage: Amendments to Digital Signature Law to implement the EU Directive (likely in 2000)
  • Users have been slow to adopt statutory standard
