• German Digital Signature Law and Ordinance, Italian legislation were the first in Europe (1997)
• Further legislation has since been enacted (Austria) or proposed (France, Ireland, Spain, UK)
• EU Directive grew out of need to reign in Member States and ensure a harmonized Community framework
  • Directive likely to receive final approval at end of this year, and enter into force early in 2000
