Secondly I would like to introduce MITI’s points of view toward e-commerce. The MITI’s proposal for WTO E-Commerce Initiative is available on the above web site, which we are now in the process of getting revised and we are now working hard to present a second proposal after having received quite a few responses to the first draft from all over the world.
In that proposal , we have presented a basic idea to the effect that
E-Commerce is, and will become more, vital not only to business, but also to society itself throughout the world. The confidence of ordinary people as well as business towards activities on the Internet is our common public policy goal. E-Commerce presents opportunities for all consumers and small businesses to obtain easy access to the world market via the Internet. In the past, the world market was readily accessible only to large global companies located mainly in developed countries. But now, E-Commerce is a new and powerful medium which can help close the digital divide among countries and achieve global eQuality in the new world economy. This can only be accomplished if countries take balanced steps between consumers and businesses now and in the future. In undertaking this initiative, countries should take into consideration the viewpoints of both consumers and the industries
And the "quality of life" of every person in the information society is surely based on reliable and stable legal systems.
