- Database protection and technological measure circumvention show divergence of approaches internationally
- e.g. Berne Convention is minimum only
International cooperation
- only way to go if uncertainty is to be reduced
- Hague Convention is a good start
- everyone must be willing to compromise national sovereignty just a little bit
