Convergence of several historical factors
- Inability to obtain licences to stream mainstream audio-visual content (i.e. TV) on the Internet
- Compulsory retransmission regime in Canada
- CRTC New Media decision exempting Internet broadcasting from regulation
- Copyright Board Tariff 22 decision

Some of these factors exist in other countries, but many do not.
Canadian retransmission regime required by FTA in late 1980s; like US situation prior to 1992; do not have the equivalent of the Cable Television Consumer and Competition Act of 1992
