Shortcomings:
- specific to asymmetric cryptosystem key pair type digital signatures - not technology neutral
- no provision for recognition of electronic signatures in general, as opposed to digital signatures. cf. Singapore, Australia
- only digital signatures issued and verified by a licensed certification authority are recognised
