• Section 4(1): The Act applies both within and outside Malaysia

• Section 4(2): "notwithstanding subsection (1)", the Act applies to any person beyond the geographical boundaries of Malaysia .. if such person is a licensee under the Act, OR provides or will provide relevant facilities or services under the Act in a place within Malaysia

  Unusually for Malaysia, the Communications & Multimedia Act 1998 has extra-territorial application:
