Frithjof Maennel is a lawyer who worked with the German Federal Ministry for Research and Technology in Bonn from 1992. In 1996 he joined the Ministry's new "Multimedia" Task-Force which created the draft of the German Information and Communication Services Act, the first European attempt to address some basic legal questions concerning the Information Society. It came into force in August 1997.
Since November 1997, he has worked with the "Media Unit" of the European Commission`s DG for the Internal Market as a detached national expert. He is again dealing with legal aspects of the Information Society, in particular of electronic commerce, and was involved in the creation of the "E-Commerce Directive" which was finally adopted on 04 May 2000. He is especially interested in the new domain of internet service providers' responsibilities and the question of electronic contracting.
