Clarifying Marketplace Rules
- September 1998 commitment to “technology-neutral” approach
- Bill C-54, tabled October 1, 1998, recognizes in law “secure” electronic signatures and evidence rules for electronic records
- May 1999 CRTC statement permitting e-com to develop in a market-driven basis
- Consultations with stakeholders on WIPO treaties on copyright in a digital environment and on interface between trade-marks and domain names
Notes:
To clarify the rules of the marketplace:
- Canada is committed to the principle of tax neutrality between the paper and the digital world, focusing on four key issues: compliance, collection of consumption taxes, international co-operation, and using the Internet to improve tax services to citizens and business;
- legislation is in the House (also part of Bill C-54) which would recognise electronic evidence and signatures in law; and
- we are working aggressively on developing an intellectual property regime for the digital economy.
