I believe that it follows from the global nature of the Internet that the solutions can only come from global agreements in the lon run In the past, development of global agreements has been important to, and has made significant contributions to, the development of world commerce and a peaceful world order. However, something different has now occurred. Global agreements are no longer simply important. They are of the essence. The Internet has caused the mechanism of international agreements to no longer just be “nice,” but to be indispensable.
4. I believe we must emphasize non-governmental, private contractual solutions, that trusted systems are the most powerful approach in that regard, and that the role of government should be as it has been most constructively in the banking and payment systems area: namely, the role of an enabler. It establishes essential infrastructure no more.
