Peter F. Harter

Peter F. Harter is Vice President, Global Public Policy & Standards
for Emusic, Inc., of Redwood City, California. Peter is responsible for
Internet law and policy, technical standards, and government affairs
matters. Since joining EMusic in the Spring of 1999, Peter has dealt with
issues ranging from copyright, antitrust, security standards, piracy,
privacy, databases, domain names, Internet governance, research and
experimentation funding, education reform, and the Internet Economy.
Political fundraising, press relations, and industry relations round out
Peter's scope of activities. Currently, Peter serves as Chair of the
Technology Network's Public Policy Committee.
Prior to joining EMusic, Peter was Global Public Policy Counsel for
Netscape Communications Corporation for 3.5 years. Prior to Netscape Peter
garnered interest from others in the industry to form a government affairs
group in the spirit of the Internet Engineering Task Force (IETF): the
Internet Law and Policy Forum (ILPF). Today the ILPF has organized into an
ad-hoc body of over twenty companies from around the world focusing their
efforts on developing open draft legal standards for a variety of Internet
law and policy matters. From September 1993 through October 1995, Peter
helped local communities build computer communications networks known as
Free-Nets. He began as General Counsel of the Lehigh Valley Free-Net in
Bethlehem, Pennsylvania, and later became Executive Director and General
Counsel to the National Public Telecomputing Network (NPTN) of Cleveland,
Ohio.
In the July 1998 issue of Business 2.0, Peter was named one of "The 25
Most Intriguing Minds of the New Economy."
Peter graduated from Villanova Law School (J.D.) in 1993 and from Lehigh
University (B.A. Rhetoric and Government) in 1990. Born in Bethlehem,
Pennsylvania, Peter now resides in San Francisco, California.
