Kaye Caldwell

Public Policy Director
CommerceNet

Kaye Caldwell is the Public Policy Director for CommerceNet. She is the author of the CommerceNet White Paper Sales/Use Tax and Internet Commerce, as well as several other CommerceNet research papers on a variety of policy topics. Ms. Caldwell is a Steering Committee Member of the National Tax Association Communications And Electronic Commerce Tax Project, a member of the Multistate Tax Commission Public Participation Working Group on the MTC's Constitutional Nexus Guideline for Application of a State's Sales and Use Tax to an Out-of-State Business, a member of California Joint Legislative Task Force on Personal Information and Privacy Advisory Committee, a member of the California Secretary of State's Digital Signatures Task Force, an Official Observer to National Conference of Commissioners on Uniform State Laws Drafting Committees on for the Uniform Computer Information Transaction Act as well as the Uniform Electronic Transactions Act. Ms. Caldwell holds a degree in mathematics and, prior to her involvement in policy work, developed software applications.
