W. Scott Blackmer

Scott Blackmer, a partner in the Washington, DC office of Wilmer, Cutler
& Pickering, has practiced technology law with WCP since 1982, including
four years in its Brussels office (1991-95). Mr. Blackmer represents
clients throughout the world in information technology transactions,
including acquisitions and investments, outsourcing and turnkey agreements,
"electronic portals" arrangements, and licensing. He writes and speaks
frequently on electronic commerce, telecommunications, privacy, intellectual
property, and encryption.
Mr. Blackmer has advised the US and Japanese governments and the European
Commission, as well as industry associations, on Internet, telecom, and
privacy issues. He participates in related working groups of the American
and International Bar Associations, the International Chamber of Commerce,
and
the US Council for International Business, and the Coalition of Service
Industries. He currently chairs the ICC Task Force on Jurisdiction and
Applicable Law in Electronic Commerce.
Mr. Blackmer is a member of the District of Columbia Bar and the Law
Society of England and Wales. He is a graduate of the University of
California at Berkeley (J.D. 1981, Order of the Coif) and the University of
Nevada (B.A. 1975, with honors). He speaks English and French.
