Toshiya Ozaki

Toshiya Ozaki is Manager of Public Affairs at IBM Japan, Ltd. In this role, he is responsible for IBM's participation in e-business related public policy development in Japan. He is currently focusing upon policy development in privacy and IT security, and serving for the Working Group on Privacy Policy at ECOM (Electronic Commerce Promotion Council) Japan. ECOM Japan is the leading Japanese across-the-industry association that promotes e-commerce by addressing legal, public policy, technology and standards issues, as well as introducing industry codes and conducting programs to advocate challenges and opportunities surrounding e-commerce. Ozaki has also been closely involved in a series of e-business related public policy debate, having served various committees and working groups at associations and government agencies.

Before assuming the current position, Ozaki was Manager of Government Programs for IBM ASEAN/South Asia. Located in Kuala Lumpur, Malaysia, he led IBM's relationship with governments from India to Indonesia and contributed to governments in the region on policy development in the areas of information technology, e-business and IT-driven economic development. Prior to that position, he held professional positions in public and government affairs for IBM Asia Pacific.

A graduate of Sophia University, Tokyo, Ozaki completed advanced degrees in political science and economics at Australian National University, Canberra, and Johns Hopkins School of Advanced International Studies, Washington, D.C., where he was a Fulbright scholar. He has published articles in international political economy and international businesses and has been teaching the subjects at a number of universities in Tokyo.
