Tilmann Kupfer is European Regulatory Manager with BT and based in the Brussels Representative Office. He joined the company in 1997 and works primarily on eCommerce related issues. His current focus is on data protection, cyber security, and jurisdiction as well as the Internal Market for the services industry.
He was previously particularly involved in the discussions around the EU Copyright Directive and the ISP liability provisions of the E-Commerce Directive. He also covers WTO trade policy matters. Since December 2000, he has chaired the Trade Issues Working Group of ETNO, which is the European Telecommunications Operators Association.
In his previous job, Tilmann was a Public Affairs Consultant with Hill and Knowlton. His projects there included a study about the European Parliament's public relations activities with the media and the general public.
In the early 1990s he was an Assistant of two German Members of the European Parliament and a trainee at the European Commission and the Council of Europe. After his Master in History and Political Science at the Ludwig Maximilans University in Munich, he started his professional career as a freelance journalist for the Bavarian Television. He speaks German, English and French.
