Rob Hoggarth

Senior Vice President, General Manager, DC Office

As Senior Vice President and General Manager of the Washington, D.C. Office of NTT USA, Inc., Rob Hoggarth is responsible for managing the office's government relations and public policy activities for various interests of Nippon Telegraph and Telephone, including NTT Communications, NTT USA, NTT/Verio and NTT America.

Formerly as Senior Vice President of government relations for the Personal Communications Industry Association (PCIA), he was responsible for directing the government relations activities of an international telecommunications trade association dedicated to advancing the expansion of wireless communications and wireless convergence globally through its advocacy efforts, international events and educational services.

In his role with PCIA, Hoggarth worked with industry representatives to develop public policy positions and strategies and then advocated members' interests in a variety of federal, state and international forums. He also played a role in the strategic planning and general management of the association.

Hoggarth also represented the interests of common carrier, land mobile and personal radio communication companies as a private lawyer. He has prepared and defended licensing applications for nearly all radio services regulated by the FCC, including FM broadcast, specialized mobile radio, microwave, satellite, paging and messaging, cellular, PCS and other common carrier and private radio services.

He has written numerous white papers on a wide variety of telecommunications subjects and has organized and participated in conferences and seminars on emerging telecommunications issues and technologies throughout the U.S. and Europe.

Hoggarth has a bachelor's degree from the University of Maryland and a juris doctor from Columbus School of Law at the Catholic University of America, where he also graduated as a member of the Institute for Communications Law Studies. He is a member of the New York and District of Columbia bars.

Hoggarth resides in the Washington, D.C., area with his wife and three children.
