Elizabeth Banker is Associate General Counsel for Compliance at Yahoo! Inc. in Sunnyvale, California. For the last three years, Ms. Banker has managed a team responsible for legal compliance with U.S. laws related to law enforcement access, including the USA PATRIOT Act and the Foreign Intelligence Surveillance Act. The compliance team also responds to third party civil discovery requests in "John Doe" litigation and addresses the related privacy and free expression issues. Ms. Banker also manages liability issues for yahoo.com products and services, including user misconduct, consumer protection, and content liability.

Prior to joining Yahoo!, Ms. Banker was an associate in the Washington, DC office of Steptoe & Johnson LLP. As member of the law firm's Technology Group, she advised high technology clients — including Internet Service providers, hardware and software manufacturers, and financial institutions - on all aspects of electronic commerce. Ms. Banker focused on assisting clients with issues related to U.S. export regulations and policy related to encryption, international regulation of cryptography, computer security and infrastructure protection policy, electronic signatures, and privacy.

Ms. Banker served as the Assistant General Counsel of the President's Commission on Critical Infrastructure Protection prior to joining Steptoe & Johnson. As legal counsel for the Commission, Ms. Banker was charged with developing legal and policy recommendations to protect critical infrastructures — including telecommunications, banking and finance, power systems, and transportation — from disruption as a result of computer crime, cyberterrorism, or physical attacks.

Ms. Banker has been involved in a number of activities related to technology law including serving the President's Export Council Subcommittee on Encryption and the U.S. Department of Defense, Defense Science Board, in an advisory capacity and co-chairing an American Bar Association working group. Ms. Banker has published articles on encryption and key recovery policy and private company responses to computer intrusions.

She is a summa cum laude graduate of the Catholic University of America Law School and has a masters degree in Philosophy from Catholic University's School of Philosophy.
