Toru Maruhashi is Manager, Internet & E-Commerce, Legal Planning Dept., Legal Division of Fujitsu Limited. He also serves as Assistant General Manager for Legal Affairs of NIFTY Corporation, the largest Internet Service Provider in Japan. Through these positions, he is engaged in various policy formulation work involving Internet and E-Commerce, such as intermediary liability, spam, consumer confidence, domain name, cyber-crime with a feedback from colleagues about cutting-edge issues which IT vendors and ISPs are facing.
Mr. Maruhashi has been participating in various Governmental Committees regarding cyber crime, cyber security, consumer confidence, spam, C2C business, and intermediary liability. In projects of industry associations and non-profits, such as Keidanren, SOFTIC, JPNIC, JPCERT and the Internet Association Japan, he deals with the same issues. He chairs the sub-committee on the issue of disclosure of Sender Information of Telecom Services Association Japan.
Internationally, he currently serves as Chair, Content Liability Working Group of the ILPF. He also represents BIAC as an expert to prepare the draft 2002 amendment to the 1992 OECD Security Guideline. As an industry representative, he participated in the series of government-industry workshops in Paris, Berlin and Tokyo in 2000 and 2001.
Mr. Maruhashi graduated from Cornell Law School (L.L.M., 1994); Kyoto University (B.A. in Law, 1983).
